What We Do
Value Education
Background: India represents a distinct civilization, which have lived gloriously for millennia, with not only material prosperity but also an inestimable inner spiritual affluence that far excels all worldly possessions. India has time-tested values, imbuing the individual with societal expanse and compulsions, enhancing the cohesive potential of the Nation.
Introduction: The National Value Eco-system for Education Task-force is working with primary objective of Policy level inclusion of value education and enabling its effective Implementation in school education ecosystem.
The Task Force has done extensive study on present status of Value Education in country and also conducted series of workshops to bring awareness towards the urgent need for Values amongst the various stakeholders in the education.
Recommendations: The task force proposes to develop Code of Ethics for all stakeholders (Policy makers, School Management/Administrators, Principals, Teachers, Students, Parents) to create an ecosystem where Values & Ethics can be sustainably implemented.
Public Interest Litigation
Writ Petition (C) no. 678/15 on “Parliament Stalling” : A PIL seeking guidelines from the Supreme Court was filed in August 2015 regarding the stalling and disruption of the Parliament which has led to the adverse affect on the National exchequer. Representing FRNV in the Supreme Court, Advocate Ravi P Mehrotra, told the Supreme Court bench.
Writ Petition (C) no. 823/13 FRNV v. Union of India & others : This PIL was filed by FRNV in the aftermath of the tragedy at Uttarakhand in June 2013. The writ petition relates to the lack of disaster preparedness in India, and severe shortcomings in disaster management techniques, and the structure under the National Disaster Management Act.
Police Reforms
Introduction : FRNV Police Reforms Taskforce is trying to implement the Supreme Court directives in year 2006 in Prakash Singh v/s Union of India writ petition civil no. 310/1996 concerning Police Reforms, like many other civil society organizations are doing.
Recommendations – Law enforcement: Integrity – To Gain People’s Confidence and Hope : Vigorously implement the 2006 Supreme Court directives on Police Reforms and appointments, including creation of State Security Commissions, National Security Commissions, the Police Establishment Boards and Police Complaints Authorities in all districts, etc.
Regular training for imparting ethical values and dignity within the police force.Complete separation within the police departments of the law and order section from the investigative commissions.

Electoral Reforms
Present Situation : Persons elected to the Local Bodies/State Assemblies/Parliament have a secure tenure of five or six years, as the case may be, and because of this, even if they do not perform properly or even if they do not take action to fulfill their promises to the electorate, nothing can be done till the next round of elections arrive on the scene. This ensures that people have to put up with an elected representative, who does not represent them in the real sense but represents either only himself or his political party. Sometimes, his own personal agenda overcomes his loyalty even to his political party.
FRNV Recommendations/Plan : Without legal backing, Election Commission finds itself unable to implement Code of Conduct among political parties and candidates during elections. Election Commission should be empowered to levy penalties for violation of the Code of Conduct and even debar candidates from contesting in serious cases.
Administrative Reforms
Present Situation : There is no doubt that administrative reforms are urgently needed inter alia to ensure proper delivery of goods and services to the people, sensitize bureaucracy to the needs of the people, reduce corruption and ensure accountability and generally bring out confidence in the government and its administration. Starting from 1950, several Administrative Reforms Commissions have deliberated on these issues and given several important recommendations. Somehow, many of the important recommendations have.
FRNV Recommendations/Plan : Ensure implementation of the recommendations of Administrative Reforms Commissions through strict monitoring and transparency. Though a separate Department of Administrative Reforms exists under the Ministry of Personnel in the Government of India and in the State Governments, these bodies are usually dormant and unable to ensure timely and strict implementation of administrative reforms. The Lok Pal and Lok Ayuktas could be empowered to monitor and make public the status of implementation of Administrative Reforms.

Meeting with Friends and Members of FRNV
This meeting was held to discuss the next steps for FRNV’s National Value Based Education (NVBE) initiative. The meeting was held at our office in Shivalik. It was agreed that Advocacy for including Value Based Education (VBE) in schools was an important initiative that needed urgent attention. It was also suggested that Conference on ‘Nurturing Ethical Leadership in India’
This conference was organised at India International Centre. People from different walks of life including the Government, the private sector, civil society and the media attended the day long event. A souvenir was released on the occasion, by the President , Dr. E. Sreedharan. The conference provided an overview of various initiatives by citizens, civil society, business and Government to spread ethical conduct & leadership.
